Preparing for the EU’s January 21 Russian Crude Ban

On January 21, 2026, the EU will ban the import of any refined petroleum product made from Russian-origin crude, regardless of where it was refined (with some exemptions for net-exporters and G7 countries). A 60-day lookback means exposure began on November 21, 2025, and non-compliant molecules may already be in circulation.


Most operators lack molecule-level visibility into crude origin, as Russian crude continues to move through dark fleet activity, ship-to-ship transfers, and identity laundering. With enforcement approaching, the risk of unintentional violations and cargo disruption is rising.
